Andy Horn will speak at CFB Rotary on Thursday, July 23, at noon! His topic will be "Information Technology." Andy is the Information Systems Director for the City of Carrollton.
A Fort Worth native, Andy attended the University of Texas at Arlington and obtained a degree in Criminal Justice and Criminology before embarking on a fourteen-year career with the Carrollton Police Department as a patrol officer, Sergeant, and Commander.
Andy held responsibility for police officer training, organizational training, compliance and policy management, and internal affairs, with other stints in intoxicated driving enforcement, intelligence gathering and narcotics enforcement. As a heavy user and partner to the Information Systems Department within the Police Department, Andy was requested to serve as an interim director for Information Systems and was ultimately selected as the Director in August of 2019. Since that time, Andy has led the Department through a significant cyber-attack, the insourcing of previous contract staff, and the COVID-19 pandemic.
Andy also holds a Master’s degree from the University of Texas at Dallas, is married with three children, and a resident of Arlington, where he serves as the chairperson of the City Ethics Commission.
